Portfolio rule: A review ends with a recorded decision, evidence, owner, conditions, and next review date.
Run a decision meeting, not a status recital
Review portfolio changes, baseline and target evidence, acceptance results, incidents, exception volume, human interventions, adoption, cost, capacity, dependencies, and vendor commitments. Ask what failed, what surprised the team, and whether the original problem still deserves investment.
Normalize the decision states
Use continue or expand when evidence supports the next stage; revise when the mechanism or rule needs repair; pause or investigate when evidence or capacity is missing; stop when the work no longer justifies investment. Preserve the original decision and rationale when conditions change.
Grade the capstone without hiding a failed gate
The seven portfolio sections score zero to two, but ownership, human control, baseline integrity, safe fallback, and decision authority are critical gates. A total cannot hide a zero or failed gate. A passing plan supports the next portfolio action, not legal, security, procurement, or production approval.
Worked example: Harbourline Business Services
Fictional teaching example: At Harbourline's fictional day-90 review, lead qualification remains conditional because one failure test does not pass. Invoice intake continues data repair. Meeting summaries continue under the existing tool. The chatbot stops. Leadership records each decision, reason, owner, and review date. No savings or revenue result is invented.

Ask the affected owner to challenge one assumption. Record the original entry, revision reason, decision owner, and review date rather than silently replacing the history.
Common failure modes
- Reporting activity without making a decision.
- Continuing because money has already been spent.
- Using one improved metric to hide customer or employee harm.
- Letting an aggregate score hide a failed critical gate.
A portfolio should expose weak evidence and constrained capacity. Repair the responsible layer instead of increasing the score or compressing the schedule.
